Biography

Andrew graduated with an MA in Economics and Politics from Glasgow University which was followed by a degree in Public Administration and an MBA in 1985.

A successful career in local government led him to become Director of Property, Business and Regulatory services for Hampshire County Council in 1996 and then Chief Executive for the Council in 2007. Andrew led the work on the first national local government Procurement Strategy and was the national adviser on capital building for local government.

He then became a Director in the Cabinet Office in 2015 to lead the governments Major Efficiency and Transformation programmes for Shared IT services across Whitehall. Throughout his career Andrew has had a keen interest in how to blend efficiency and transformation of public services with the benefits of private sector business disciplines.

Andrew was awarded an OBE for services to local government in 2006 and a CBE for public services in 2015.
