Win was born and went to school in East Surrey and graduated in History from Aberdeen University. She began her career as a personnel Officer in the Ford Motor Company and then at the United Nations in Geneva before joining the Civil Service where she worked for 37 years. She had a wide variety of roles in the Civil Service, mostly in the Employment and Education Departments, with a 4 year secondment to the Diplomatic Service, as Labour Attache in Brussels, and served for 5 years as the London Regional Director for Education and Training. 

For 14 years, Win specialised in EU and International work in the Department for Employment and Education and in the Home Office and coordinated UK EU Presidencies for both departments. She retired as Director of the Joint International Unit for Employment, Education and Social Affairs where she led work on international education partnerships , particularly with India and China. Win is a Governor of New City College in East London and a Patron of Treloars. She is a member of the Chartered Institute of Personnel and Development. She lives in East Hampshire and is active in her local parish.
